The Town has budgeted to build a new, combined Town Hall and Library on the existing Town Hall site at 359 Main Street.

The Fire Hall at the corner of Main Street and Locust Ave will be relocated. More information on the relocation of the Fire Hall will be available at a later date. A decision to relocate the RCMP detachment has not yet been made and more information will be shared when available.

This project is currently budgeted in the Town’s 10 year capital plan in year 4 (2026/2027) at $8,472,000. The Town's Operations and Budget can be found by clicking here..

In 2024, the Town is moving into a detailed design process for the site and building. Public consultation is being planned and we will keep you informed as on this page, and on social media.

This project is in the early stages. While analysis of the site has concluded, the design and site plan have yet to be determined. This page has been created to share information on location selection, library and town hall needs, and to keep you updated as this project moves along.

Various work has contributed to a new Town Hall and Library being planned for and budgeted.

Each of the documents shown below can be viewed by clicking the links on the right.

A Facility Siting Study, a process to identify the best site for the building, has been conducted. Part of this process included an exercise using blocks representing different square footages to help with visualizing and imagining various locations and building sizes. The analysis also includes population projections, as shown in the graph below. The Facility Siting Study is linked on the right.

Why not keep the library at the current site?

The Town Hall site is approximately 3 metres higher above sea level than the current library site and is much safer from tidal flooding as a result. The Town does not maintain or own the dykes, meaning we rely on the Nova Scotia Department of Agriculture to raise the dykes to meet sea level rise flood risks.

Consultants at CBCL completed a Siting Recommendation. Based on the sea level risk, CBCL concluded that the current Town Hall site would be a safer location to bring people together for a development that is to last into the future. The report states that across the country, development is moving further inland to adapt to growing risks of flooding related to climate change, and the selection of the Town Hall site would be consistent with this approach.

Although many siting considerations between the primary sites (existing town hall site and existing library site) were considered – flood risk and elevations above sea level were top considerations in making the decision to locate the building at the current Town Hall site.
